Abstract

This study discusses the issues related to achieving a balance between the universality and specificity of human rights within the 2017 Draft Libyan Constitution. It examines how the legislator can define and interpret human rights in a manner that strikes a balance between global and local dimensions. The study concludes that the Libyan government and institutions must work toward the promotion and protection of human rights as a fundamental part of their national  plan to achieve progres stability .and justice in the country.
