Abstract

The head of state is the highest authority in the country. Many matters depend on him, especially in crucial decisions such as war, peace, and international relations. The head of state is an essential axis in the state and a guarantee of the importance of choosing the right man in the right place.

All state constitutions stipulate the foundations and controls for selecting the head of state, and it is noted that there are standards agreed upon globally, and other standards specific to the president’s country, as each country has ways of life that differ from other countries, and in this study we address some important aspects of these controls for electing the head of state.
